If you are a single mother with a kindergarten child, the family of 2 is assumed to be a husband and wife and your kindergarten child is assumed to be a wage earner. If you have a family of 3, the 2nd child is assumed to be a wage earner. If you have one child in college, your financial award is cut back without noting that someone needs to cover the rent.
